A new provision effective for child support orders entered after October 12, 2010 provides that child support may be amended: 

1)  (New) After a passage of three years since the order was last entered or adjusted.

2)  (New ) Where there is a 15% change in either party's income since the order was entered or last modified. 

3)  (existing) a substantial change in circumstances is required.

4)  Counsel fees shall  also be awarded in the discretion of the Court.
